4 Freitas do Amaral, Diogo
(1941-)Legal scholar and teacher, jurist, civil servant, and politician. Born in Povoa de Varzim, Freitas do Amaral's father became a member of parliament in the Estado Novo's National Assembly. A superb student, the young Freitas do Amaral studied law at the Law Faculty, University of Lisbon, and became the top law student and protégé of Professor Marcello Caetano, who in 1968 was selected to replace an ailing Antônio de Oliveira Salazar as prime minister. Freitas do Amaral received his doctorate in law in the late 1960s and remained close to his former law professor, who was now prime minister. In his scholarship on the history of Portuguese law, as well as in his political and social ideology as a conservative, Freitas do Amaral in many respects remained a student, protégé, and follower of Caetano through the period of Caetano's premiership (1968-74) and into the era of the Revolution of 25 April 1974. More than 20 years later, Freitas do Amaral published his memoirs, which focused on the 1968-74 political era, O Antigo Regime E A Revolução. Memórias Políticas ( 1941-75). This personal portrait of Caetano's tribulations as a sometimes reluctant, well-prepared but probably inappropriately selected national leader remains an invaluable primary source for historical reconstruction.During the early months after the Revolution of 25 April 1974, Freitas do Amaral entered politics and became a founder of the right-wing Christian Democratic Party (CDS). He served as the party's leader to 1985 and again from 1988 to 1991, and was a member of parliament, the Assembly of the Republic, from 1975 to 1983 and from 1992 to 1993. When the Democratic Alliance, of which the CDS was a part, won elections in 1979-80, Freitas do Amaral served as deputy prime minister and minister of defense and, when Francisco de Sá Carneiro died in a mysterious air crash, Freitas do Amaral briefly served as interim prime minister. He was a candidate for the presidency in the 1986 presidential election, although he lost to Mário Soares. In 1995, he served as President of the United Nations General Assembly. As a European federalist who disagreed with the CDS Euroskeptic line followed by Paulo Portas, Freitas do Amaral broke with his party and resigned from it. Although he was usually regarded as a right-winger, Freitas do Amaral backed the Social Democratic Party in the 2002 Assembly of the Republic elections. Disillusioned with the government's policies and critical of its endorsement of the U.S. invasion of Iraq in March 2003, Freitas do Amaral shifted his support to the Socialist Party in the 2005 election. The new prime minister José Sôcrates named Freitas do Amaral minister of foreign affairs in the XVII Constitutional Government, but the senior jurist and politician resigned after a year in office, for health reasons.After many years as a law professor at the New University of Lisbon, in 2007, Freitas do Amaral delivered a final public lecture and retired from academia. 5 Salazar, Antônio de Oliveira
(1889-1970)The Coimbra University professor of finance and economics and one of the founders of the Estado Novo, who came to dominate Western Europe's longest surviving authoritarian system. Salazar was born on 28 April 1889, in Vimieiro, Beira Alta province, the son of a peasant estate manager and a shopkeeper. Most of his first 39 years were spent as a student, and later as a teacher in a secondary school and a professor at Coimbra University's law school. Nine formative years were spent at Viseu's Catholic Seminary (1900-09), preparing for the Catholic priesthood, but the serious, studious Salazar decided to enter Coimbra University instead in 1910, the year the Braganza monarchy was overthrown and replaced by the First Republic. Salazar received some of the highest marks of his generation of students and, in 1918, was awarded a doctoral degree in finance and economics. Pleading inexperience, Salazar rejected an invitation in August 1918 to become finance minister in the "New Republic" government of President Sidónio Pais.As a celebrated academic who was deeply involved in Coimbra University politics, publishing works on the troubled finances of the besieged First Republic, and a leader of Catholic organizations, Sala-zar was not as modest, reclusive, or unknown as later official propaganda led the public to believe. In 1921, as a Catholic deputy, he briefly served in the First Republic's turbulent congress (parliament) but resigned shortly after witnessing but one stormy session. Salazar taught at Coimbra University as of 1916, and continued teaching until April 1928. When the military overthrew the First Republic in May 1926, Salazar was offered the Ministry of Finance and held office for several days. The ascetic academic, however, resigned his post when he discovered the degree of disorder in Lisbon's government and when his demands for budget authority were rejected.As the military dictatorship failed to reform finances in the following years, Salazar was reinvited to become minister of finances in April 1928. Since his conditions for acceptance—authority over all budget expenditures, among other powers—were accepted, Salazar entered the government. Using the Ministry of Finance as a power base, following several years of successful financial reforms, Salazar was named interim minister of colonies (1930) and soon garnered sufficient prestige and authority to become head of the entire government. In July 1932, Salazar was named prime minister, the first civilian to hold that post since the 1926 military coup.Salazar gathered around him a team of largely academic experts in the cabinet during the period 1930-33. His government featured several key policies: Portuguese nationalism, colonialism (rebuilding an empire in shambles), Catholicism, and conservative fiscal management. Salazar's government came to be called the Estado Novo. It went through three basic phases during Salazar's long tenure in office, and Salazar's role underwent changes as well. In the early years (1928-44), Salazar and the Estado Novo enjoyed greater vigor and popularity than later. During the middle years (1944—58), the regime's popularity waned, methods of repression increased and hardened, and Salazar grew more dogmatic in his policies and ways. During the late years (1958-68), the regime experienced its most serious colonial problems, ruling circles—including Salazar—aged and increasingly failed, and opposition burgeoned and grew bolder.Salazar's plans for stabilizing the economy and strengthening social and financial programs were shaken with the impact of the civil war (1936-39) in neighboring Spain. Salazar strongly supported General Francisco Franco's Nationalist rebels, the eventual victors in the war. But, as the civil war ended and World War II began in September 1939, Salazar's domestic plans had to be adjusted. As Salazar came to monopolize Lisbon's power and authority—indeed to embody the Estado Novo itself—during crises that threatened the future of the regime, he assumed ever more key cabinet posts. At various times between 1936 and 1944, he took over the Ministries of Foreign Affairs and of War (Defense), until the crises passed. At the end of the exhausting period of World War II, there were rumors that the former professor would resign from government and return to Coimbra University, but Salazar continued as the increasingly isolated, dominating "recluse of São Bento," that part of the parliament's buildings housing the prime minister's offices and residence.Salazar dominated the Estado Novo's government in several ways: in day-to-day governance, although this diminished as he delegated wider powers to others after 1944, and in long-range policy decisions, as well as in the spirit and image of the system. He also launched and dominated the single party, the União Nacional. A lifelong bachelor who had once stated that he could not leave for Lisbon because he had to care for his aged mother, Salazar never married, but lived with a beloved housekeeper from his Coimbra years and two adopted daughters. During his 36-year tenure as prime minister, Salazar engineered the important cabinet reshuffles that reflect the history of the Estado Novo and of Portugal.A number of times, in connection with significant events, Salazar decided on important cabinet officer changes: 11 April 1933 (the adoption of the Estado Novo's new 1933 Constitution); 18 January 1936 (the approach of civil war in Spain and the growing threat of international intervention in Iberian affairs during the unstable Second Spanish Republic of 1931-36); 4 September 1944 (the Allied invasion of Europe at Normandy and the increasing likelihood of a defeat of the Fascists by the Allies, which included the Soviet Union); 14 August 1958 (increased domestic dissent and opposition following the May-June 1958 presidential elections in which oppositionist and former regime stalwart-loyalist General Humberto Delgado garnered at least 25 percent of the national vote, but lost to regime candidate, Admiral Américo Tomás); 13 April 1961 (following the shock of anticolonial African insurgency in Portugal's colony of Angola in January-February 1961, the oppositionist hijacking of a Portuguese ocean liner off South America by Henrique Galvão, and an abortive military coup that failed to oust Salazar from office); and 19 August 1968 (the aging of key leaders in the government, including the now gravely ill Salazar, and the defection of key younger followers).In response to the 1961 crisis in Africa and to threats to Portuguese India from the Indian government, Salazar assumed the post of minister of defense (April 1961-December 1962). The failing leader, whose true state of health was kept from the public for as long as possible, appointed a group of younger cabinet officers in the 1960s, but no likely successors were groomed to take his place. Two of the older generation, Teotónio Pereira, who was in bad health, and Marcello Caetano, who preferred to remain at the University of Lisbon or in private law practice, remained in the political wilderness.As the colonial wars in three African territories grew more costly, Salazar became more isolated from reality. On 3 August 1968, while resting at his summer residence, the Fortress of São João do Estoril outside Lisbon, a deck chair collapsed beneath Salazar and his head struck the hard floor. Some weeks later, as a result, Salazar was incapacitated by a stroke and cerebral hemorrhage, was hospitalized, and became an invalid. While hesitating to fill the power vacuum that had unexpectedly appeared, President Tomás finally replaced Salazar as prime minister on 27 September 1968, with his former protégé and colleague, Marcello Caetano. Salazar was not informed that he no longer headed the government, but he never recovered his health. SUBJECT AREA: Electricity[br]b. 16 March 1789 Erlangen, near Nuremberg, Germanyd. 6 July 1854 Munich, Germany[br]German physicist who laid the foundations of electrical science with his discovery of Ohm's Law.[br]Given the same first name as his father, Johann, at his baptism, Ohm was generally known by the name of Georg to avoid confusion. While still a child he became interested in science and learned many of his basic skills from his father, a mechanical engineer. After basic education he attended the Gymnasium at Erlangen for a year, then in 1805 he entered the University of Erlangen. Probably for financial reasons, he left after three terms in 1806 and obtained a post as a mathematics tutor at a school in Gottstadt, Switzerland, where he may well have begun to experiment with electrical circuits. In 1811 he returned to Erlangen. He appears to have obtained his doctorate in the same year. After studying physics for a year, he became a tutor at the Studienanstalt (girls' secondary school) at Bamberg in Bavaria. There, in 1817, he wrote a book on the teaching of geometry in schools, as a result of which King Freidrich Wilhelm III of Prussia had him appointed Oberlehrer (Senior Master) in Mathematics and Physics at the Royal Consistory in Cologne. He continued his electrical experiments and in 1826 was given a year's leave of absence to concentrate on this work, which culminated the following year in publication of his "Die galvanische Kette", in which he demonstrated his now-famous Law, that the current in a resistor is proportional to the applied voltage and inversely proportional to the resistance. Because he published only a theoretical treatment of his Law, without including the supporting experimental evidence, his conclusions were widely ignored and ridiculed by the eminent German scientists of his day; bitterly disappointed, he was forced to resign his post at the Consistory. Reduced to comparative poverty he took a position as a mathematics teacher at the Berlin Military School. Fortunately, news of his discovery became more widely known, and in 1833 he was appointed Professor at the Nuremberg Polytechnic School. Two years later he was given the Chair of Higher Mathematics at the University of Erlangen and the position of State Inspector of Scientific Education. Honoured by the Royal Society of London in 1841 and 1842, in 1849 he became Professor of Physics at Munich University, apost he held until his death.[br]Principal Honours and DistinctionsRoyal Society Copley Medal 1841. SUBJECT AREA: Mechanical, pneumatic and hydraulic engineering[br]b. 2 January 1843 Balgonie, Fife, Scotlandd. 12 October 1913 Norwich, Norfolk, England[br]Scottish engineer and educator.[br]James Stuart established the teaching of engineering as a university discipline at Cambridge. He was born at Balgonie in Fife, where his father managed a linen mill. He attended the University of St Andrews and then studied mathematics at Cambridge University. In 1867 he took up a post as Assistant Tutor at Trinity College, Cambridge, where his skills as a teacher were quickly recognized. The University was at that time adapting itself to the new systems of instruction recommended by the Royal Commission on university reform in the 1850s, and Stuart took an active part in the organization of a new structure of inter-collegiate lecture courses. He made an even more significant contribution to the establishment of extramural courses from which the Cambridge University extension lecture programme developed. This began in 1867, when Stuart took adult classes in Manchester and Crewe. The latter, in particular, brought him into close contact with those involved in practical mechanics and stimulated his interest in the applied sciences. In 1875 he was elected to the newly created Chair of Mechanism and Engineering in Cambridge, and he set out energetically to recruit students and to build up a flourishing unit with its own workshop and foundry, training a new generation of engineers in the applied sciences.In November 1884 Stuart was elected to Parliament and embarked on an active but somewhat undistinguished career in politics as a radical Liberal, becoming amongst other things a keen supporter of the women's suffrage movement. This did not endear him to his academic colleagues, and the Engineering School suffered from neglect by Stuart until he resigned the Chair in 1890. By the time he left, however, the University was ready to recognize Engineering as a Tripos subject and to accept properly equipped teaching laboratories, so that his successor J.A. Ewing was able to benefit from Stuart's pioneering work. Stuart continued his political activities and was appointed a Privy Councillor in 1909. SUBJECT AREA: Paper and printing[br]b. 28 May 1836 Berlin, Germanyd. 31 May 1918 Oberstdorf, Germany[br]German inventor of sulphite wood pulp for papermaking.[br]Mitscherlich had an impeccable scientific background; his father was the celebrated chemist Eilhardt Mitscherlich, discoverer of the law of isomorphism, and his godfather was Alexander von Humboldt. At first his progress at school failed to live up to this auspicious beginning and his father would only sanction higher studies if he first qualified as a teacher so as to assure a means of livelihood. Alexander rose to the occasion and went on to gain his doctorate at the age of 25 in the field of mineralogical chemistry. He worked for a few years as Assistant to the distinguished chemists Wöhler in Göttingen and Wurtz in Paris. On his father's death in 1863, he succeeded him as teacher of chemistry in the University of Berlin. In 1868 he accepted a post in the newly established Forest Academy in Hannoversch-Munden, teaching chemistry, physics and geology. The post offered little financial advantage, but it left him more time for research. It was there that he invented the process for producing sulphite wood pulp.The paper industry was seeking new raw materials. Since the 1840s pulp had been produced mechanically from wood, but it was unsuitable for making fine papers. From the mid-1860s several chemists began tackling the problem of separating the cellulose fibres from the other constituents of wood by chemical means. The American Benjamin C.Tilghman was granted patents in several countries for the treatment of wood with acid or bisulphite. Carl Daniel Ekman in Sweden and Karl Kellner in Austria also made sulphite pulp, but the credit for devising the process that came into general use belongs to Mitscherlich. His brother Oskar came to him at the Academy with plans for producing pulp by the action of soda, but the results were inferior, so Mitscherlich substituted calcium bisulphite and in the laboratory obtained good results. To extend this to a large-scale process, he was forced to set up his own mill, where he devised the characteristic towers for making the calcium bisulphite, in which water trickling down through packed lime met a rising current of sulphur dioxide. He was granted a patent in Luxembourg in 1874 and a German one four years later. The sulphite process did not make him rich, for there was considerable opposition to it; government objected to the smell of sulphur dioxide, forestry authorities were anxious about the inroads that might be made into the forests and his patents were contested. In 1883, with the support of an inheritance from his mother, Mitscherlich resigned his post at the Academy to devote more time to promoting his invention. In 1897 he at last succeeded in settling the patent disputes and achieving recognition as the inventor of sulphite pulp. (1924-)Lawyer, staunch oppositionist to the Estado Novo, a founder of Portugal's Socialist Party (PS), key leader of post-1974 democratic Portugal, and twice-elected president of the republic (1986-91; 1991-96). Mário Soares was born on 7 December 1924, in Lisbon, the son of an educator and former cabinet officer of the ill-fated First Republic. An outstanding student, Soares received a degree in history and philosophy from the University of Lisbon (1951) and his law degree from the same institution (1957). A teacher and a lawyer, the young Soares soon became active in various organizations that opposed the Estado Novo, starting in his student days and continuing into his association with the PS. He worked with the organizations of several oppositionist candidates for the presidency of the republic in 1949 and 1958 and, as a lawyer, defended a number of political figures against government prosecution in court. Soares was the family attorney for the family of General Humberto Delgado, murdered on the Spanish frontier by the regime's political police in 1965. Soares was signatory and editor of the "Program for the Democratization of the Republic" in 1961, and, in 1968, he was deported by the regime to São Tomé, one of Portugal's African colonies.In 1969, following the brief liberalization under the new prime minister Marcello Caetano, Soares returned from exile in Africa and participated as a member of the opposition in general elections for the National Assembly. Although harassed by the PIDE, he was courageous in attacking the government and its colonial policies in Africa. After the rigged election results were known, and no oppositionist deputy won a seat despite the Caetano "opening," Soares left for exile in France. From 1969 to 1974, he resided in France, consulted with other political exiles, and taught at a university. In 1973, at a meeting in West Germany, Soares participated in the (re)founding of the (Portuguese) Socialist Party.The exciting, unexpected news of the Revolution of 25 April 1974 reached Soares in France, and soon he was aboard a train bound for Lisbon, where he was to play a major role in the difficult period of revolutionary politics (1974-75). During a most critical phase, the "hot summer" of 1975, when a civil war seemed in the offing, Soares's efforts to steer Portugal away from a communist dictatorship and sustained civil strife were courageous and effective. He found allies in the moderate military and large sectors of the population. After the abortive leftist coup of 25 November 1975, Soares played an equally vital role in assisting the stabilization of a pluralist democracy.Prime minister on several occasions during the era of postrevolu-tionary adjustment (1976-85), Soares continued his role as the respected leader of the PS. Following 11 hectic years of the Lusitanian political hurly-burly, Soares was eager for a change and some rest. Prepared to give up leadership of the factious PS and become a senior statesman in the new Portugal, Mário Soares ran for the presidency of the republic.
